Krueger Transit Consulting Awarded $1 Million DOE Grant to Lead Hydrogen Infrastructure and Safety Advancement in New York State

Oakland, California – Krueger Transit Consulting (KTC), a leader in sustainable transportation and hydrogen infrastructure, has been awarded a $1 million grant from the U.S. Department of Energy (DOE) under funding opportunity DE-FOA-0003213. The grant supports Empowering Hydrogen Futures: Advancing Permitting, Safety, and Deployment Strategies for Sustainable Hydrogen Infrastructure, a groundbreaking project focused on accelerating hydrogen deployment, streamlining permitting, and enhancing safety across New York State.

In partnership with the Metropolitan Transportation Authority (MTA), Empire Clean Cities, Clean Communities of Central New York, the James Baldwin Outdoor Learning Center, Energetics, Air Liquide, the Center for Hydrogen Safety, CENTRO, RGRTA, and RAP4BRONX, this initiative aims to remove regulatory barriers and bring scalable, safe hydrogen infrastructure to communities across the state. The effort is especially critical in New York City, where current code restrictions limit the use of liquid hydrogen and hydrogen-powered vehicles on key infrastructure.

“This initiative promises to reduce carbon emissions, enhance safety, and accelerate the adoption of zero-emission vehicles in one of the most populous and environmentally burdened states in the country,” said Sydney Krueger, Principal Investigator and Managing Partner of KTC. “With the MTA’s fleet of 6,800 buses and a strong coalition of public and private partners, we’re helping New York lead the way in clean hydrogen deployment.”

Key project outcomes include:

  • Streamlined Permitting: Collaborating with local Authorities Having Jurisdiction (AHJs) to reduce hydrogen permitting timelines and update outdated codes, particularly in NYC where liquid hydrogen remains restricted.

  • Safety & Public Education: Launching statewide hydrogen safety training for first responders, and conducting community engagement events to raise awareness in environmental justice communities and transit corridors.

  • Policy Advancement: Developing model permitting and siting frameworks that can be replicated across the U.S., with a focus on safe, scalable hydrogen infrastructure.

The project aligns with New York State’s Climate Leadership and Community Protection Act (CLCPA), targeting an 85% reduction in emissions by 2050. Transitioning NYC’s municipal fleet to hydrogen could yield annual carbon savings of up to 11.5 million metric tons.

U.S. Secretary of Energy Jennifer M. Granholm commented, “These investments showcase the Administration’s commitment to a zero-carbon future while boosting economic opportunity. Projects like this will accelerate the clean hydrogen economy and create high-quality jobs.”

Dr. Sunita Satyapal, Director of the DOE Hydrogen and Fuel Cell Technologies Office, added, “This initiative addresses critical siting and permitting challenges, supporting the safe and rapid expansion of hydrogen infrastructure across domestic markets.”
